Trim goes down but not up

I stuck my engine a little in the muck and tried to trim up. Had been working fine all day and suddenly stopped. Will go down but not up. Holds pressure when manually released and raised up.
Is it a relay? Hydraulic problem? Low fluid? Actuator? Please help me so I don't have to spend money.

It is a 1991 115 hp mercury thanks for the info about the relay but it still makes noise trying to go up so I'm getting power. I'm out of town so I can't get back to it this weekend. A buddy told me about a separate reservoir for my trim pump, going to try that first

hah! after taking off and completely disassembling the trim motor I saw that my o ring had blown off of my manual release screw!! maybe thats the problem
