1977 70 hp spark on bottom coil only

I have a 1977 70hp evinrude, has lost the spark in the two top coils, only recieving spark in the bottom coil, have checked the wiring harness and earths, doesnt appear to be any shorts or bad earths. I have tested each coil wire coming from power pack and only voltage on the bottom coil when cranking engine over, Have replaced one of the coils but still no spark,
Now believe it may be faulty powerpack or the stator.
Does anyone have any ideas or suggestions to what the problem is. cheers

I believe I am having the same problem, but mine comes and goes. I have the most trouble with it when it is cold. I am still running test now. I will post if I find something.
