Gear wants to engage forward while in neutral

I have a 1985 15hp mariner with the the gear shifter on the side. When i shift to neutral, the motor still acts like it wants to engage in forward (hear slight grinding like its trying to engage). I can push the shift lever towards reverse slightly and the noise stops. I just changed water pump and noticed this. No problems with holding forward or reverse. I assume i need to adjust the gear linkage? Where do I make adjustment? I tried adjusting at the lower unit (where the shift rod connects to the lower unit), but does not seem to make a difference. Any advice on this?

Problem solved- The gear rod in the lower unit was slightly out of the reverse position but the upper rod was fully in the reverse position. Must have bumped up during the water pump change. So when i connected the two, i got the problem noted above.
