1989 mercury 35 hp short shaft

I have a 1989 mercury 35 hp. The 2 screws have vibrated out of the water line "copper pipe" coming from the foot. Its around 16 in long. Is there a screwdriver that long to get to them or do i have to take Motor Calan off? And a download able maual would be great if anyone has one, thanks for your help

MIGHT TRY USING A 1/4" RATCHET AND LONG EXTENSION or multiple short extensions with a socket and bit to fit screw, also use a little blue locktite when re installing.
