HI ruduy1. Welcome to iboats. I used to have the exact same motor. Sounds like flooding for sure. No worries. It's an easy fix. Here are some links that can walk you through the whole job and a link for the carb kit itself. You can get it right here at iboats or order it from your local NAPA autoparts store. If it's not in stock they can ususaly have it by the next day for free. Here you go. Keep us posted.
Compression numbers don't really mean to much. I would guess your numbers are around 80 to 90 psi each but as long as they are within 8 to 10 lbs of each other, it's fine.

That kit doesn't include the float, but any Johnnyrude dealer should have it. There are no compression specs, but that motor should run 100+psi cranking with electric starter. Main thing is even compression between the cylinders.
