1959 Johnson Seahorse 18...missing etc.

I have a 1959 Johnson 18. I can start it and run it, but it seems to randomly "miss". Either at idle it will miss and almost die, in gear and running down the lake it will jerk pretty bad. I have good spark and shouldn't have any water or debris in the gas or lines. Tank pressure seems good. I ran some Seafoam through it and it seemed to get a tiny bit better but not much?
Also have a problem starting it due to what seems like flooding but it does it on the first or second pull, I noticed gas leaking out of the carb. when I pump the tank too much.
any ideas?

you should solve the carb issue first, sounds like the float needle isnt seating.

its possible that it would cause issues , but if its leaking fuel from the carb , start there. dont try to fix problems you dont know exist. the carb is a "known" issue.

Do the carb first then move on.
