If the engine "coughs" meaning the engine is trying to start or fires on one or two cylinders but does not fully start due to lean fuel mixture or something, the starter will kick out because the starter drive pinion will disengage. This is totally normal. This is because when one or two cylinders fires, the flywheel will rev faster than the starter pinion drive and will disengage. This is by design to make sure the starter disengages when the engine starts. However, since the engine didn't fully started or is not running, you will have to re-start again. The most likely cause of this is usually lean mixture or too low of a idle setting. And sometimes, it's just because the engine is "cold".
