Remove the cable from the steering mechanism and try again. If it's in the cable, measure the old cable and order a new one. Not a big difference in price for the whole thing vs. the cable only. Consider both.

Yes, remove the end of the cable, fill a plastic baggy with tri-flow or some other high quality lubricant, use a rubber-band to tightly attach the baggy to the end of the cable housing, elevate the end of the cable and leave it for several hours to a day and the lubricant will work its way down the cable. We used to do this all the time for motorcycle cables. If the cable is extremely rusted it may take a couple of times to free it up good. If there is a broken strand in side or the housing is kinked nothing will help.

If you have the rack style steering, call Teleflex. There is a warning on it that say's not to remove the cable.

Motorcycle cables were designed to be lubricated, Marine cables ARE NOT. Would trust it with your family out at sea? Replace it. When a marine cable gets stiff it is due to wear through the inner housing and therefor damaged, if you manage to get lube in it, it will fail worse next time (very soon).

You got that right.

lose a cable on a bike, you lose the clutch or 1/2 of your brakes.

Lose the steering on your boat and it can be a disaster.
