40hp 1988 johnson overheating

I have a 1988 40 hp johnson that overheats.I changed the sencer the thermostat and head gasket,It runs a few min and the alarm goes off,it gets real hot to the touch.I put ears on it and it pumps what could be wrong please help

Never test water pump and temp when running on muffs. get it in a barrel with water level min 5-10" above split between leg and gear case, or launch the boat. Impeller older than 5 yrs - change!!

Trouble shooting an over heat prob on muffs tells you nothing . Has to be in a test tank or the lake.
