A co-worker gas us a free 1977 9.9 hp Envinrude that had been sitting in his garage for a few years. First thing that was in need of fixing was the throttle handle was seized. We got that freed up and then the other gear that connects to the throttle handle was seized too. We got that freed up and pulled the cord and it started !!
It would not run for very long though and by turning the throttle we could not change the RPM.
After many starts we broke the recoil spring. We took it apart and made matters worse by wrecking the spring housing, so we are now in need of both of those. I see they are available online for about $75 plus shipping which seems pricey. I'll bet someone on this forum can do better than that?

You aren't done yet, I would really reccomend a carb kit and impeller, if it has been sirtting for a couple years the impeller will be dry rotted and not pumping which will ruin the engine and the carbs are almost certainly plugged up and need cleaned.

If you don't do the pump the engine will overheat and if you don't clean the carbs it will never run but a little money now will get you a very good engine that you will have for years.

have you done a compression check on this engine?

If it doesn't have compression it will never run.

At the top of this forum is a "Top Secret file" it has all the info you need to get this engine going.

As far as your part, we are not allowed to sell on iboats so you probabaly won't find that here, search around on the web and see what you can find but that price sounds pretty ball park, maybe check out Ebay.

i repair recoil spring by myself.
it breaks usualy at the end of dpring, in this place where spring meets spring hook washer and atache recoil spool.
so i would advive to heat by torch or kitchen stobe the end of spring(metal should be heated until becomes red)
take a hamer and spike and try to form exact hook by typing with hamer(spike is to form round look)
