evininrude25hp starter not engaging

Many times when I try to start the (electric start) motor the shaft that is supposed to pop up and engage withe flywheel doesn't come up and just whirs. Is this the solenoid failing, so I need to get a new starter or can this one be repaired?

Start by cleaning ALL connections on battery and engine. Even remove the ground stud on engine and clean the threads!!

well i think it could be repaired, but it would be about as much money as to get a new starter. so if you are good at fixing
motors, you could do it yourself. if not, i would just get a new starter.

Have your battery load tested to make sure it's okay.

I'm sorry guys, I must not have made myself clear. There's plenty of juice getting to the starter, it's just that the starter shaft isn't rising to connect to the flyweel.

The bendix (the cog) on the starter motor runs up a twisted spline, work it up & down by hand adding a little wd40 until it's nice & free then dry it all off and add a couple of drops of light oil to keep it that way.
