Looking at buying a boat. Its a 1984 Galaxy 18 ft bow rider with a 140 mercruser I/O alpha 1.
The boat is a one owner and looks great and solid. Garage kept from day one.
Here is the only issue. Owner said he had to have the lower gear set changed because
of the prop hitting something. So he had the lower unit serviced and repaired and rebuilt.
After getting it back neutral is not in the same location (straight up) as it was before. Now its
more forward and the engine will not turn over. He said the lower unit needs timed to get the
engine to crank over. What is he talking about. Or what does this sound like to you???

That means he has no clue what the problem is. There is no such thing as timing a drive to neutral.
Your problem sounds like an adjustment problem, BUT, why didn't he take it back and get it fixed, did he have a real shop fix the drive or some friend with some tools that said "Yeah, no problem, how hard could it be"?

Yeah, to further what Don is saying... there is a certain procedure you follow when you remove a lower unit. If that procedure wasn't followed then it could the reason neutral has "moved". And that means the person who did the work had no idea what they were doing. Would you really trust the repair at all, at that point?
But a brand new SEI Alpha One lower unit is just $900 here on iboats, so if that one is junk, that's what it would take to replace it.
