1976 70 hp johnson missing under load

please help my engine has good spark good gas good compression timing is right......out of water with waterhose hooked up runs perfect under load when im full throttle engine misses ans wont go above 4200 rpm's......please help i just put in new plugs :facepalm:

Carbs could be fouled..........

ok so i got the carbs reworked and still same problem..... i am just fustrated.......thankx 4 your advice anyways
