Fuel rail pressure/high pressure fuel pump

What would cause the fuel rail pressure to behave as follows: ENGINE RUNNING: pressure per shop manual, around 32-35 psi). ENGINE NOT RUNNING, KEY ON: very low pressure, 5-10. We can hear the pump run when the key is turned on and when we took out the high-press fuel pump and tested it in a bucket of clean gas, it seemed to pump fine. Why would the engine running pressure be higher than the key-on pressure?

Be nice to know what engine you are asking about? The F150 for example drives the injectors for a few seconds after the ignition is turned off to purge the injectors, dropping the fuel pressure. What is the problem you are trying to solve?

Oops, my bad totally. '03Yam 115, inline 4, 4 stroke. Possible fuel starvation under load above about 3500-4000 rpm. Motor will not stay at higher revs for more than a minute to few minutes. Seems to run fine in neutral, no load.
