115 power/ ignition alarm problem

I have a 1999 115 outboard. Upon turning on my dual battery switch, I had power to all points of the boat but the engine and trim. My engine timer only runs when the key is turned, and it was running, but I had no power to the engine nor the trim. I could run my bilge, livewell, and blow horn w/ no noticable volt loss.

When I turned the key, I also had a low alarm sound coming from the switch area. I have totally cleaned all battery connections, and even replaced the terminal end of the ground from the engine to the battery. I have had this "dead" issue before, and usually it is simply fixed by cleaning and tightening down the terminals. I checked the relay wires and it all appears to be good too.

Could this be a relay issue or is the low alarm sound from the key switch area indicating that it might be bad?
