Found the leak!

But, unfortunatley, it's between the gimble housing and the fiberglass. There is a small area where the fiberglass dips in and away from the housing. After chasing my tail kfor a while today, just on a whim, I decided to seal the area with 5200. BAck in the water, sure enough, no more leak.
Now comes the hard part.
Complete removal and rebuild possible rotten transom or ????

Do a drill test on your transom. It might be disstorted and warped from it taken water.

I'm affraid to look! I had the engine and drive out not too long ago to rebuild the engine. (shoulda woulda coulda) The wood surrounding the drive cutout looked to be excellent shape, however I know that doesnt mean much around the drilled holes, 23 years ago.
I have the sneaking suspision, that when I sanded away all the bottom paint away from the driver and repainted 2" around the drive with new epoxy paint, I probably removed the caulk the PO may or may not have sealed the small gap with.
