whats this part used for and why do they sell a replacement

do they ever go bad

The only time I've ever replaced one is when replacing the VRO pump.

It restricts the strength of the pulse to a certain point.

It prevents crankcase flame from reaching the VRO.

The little elbow that connects the pulse limiter to the block was cracking on my outboard, so I replaced it and inspected the pulse limiter...it looked fine off an '89 engine.

Also of note is that there are two colors (a blue and a red) if I remember correctly...the newer one is the blue one.

Yes you can see light shining through it...

The very early ones had a mesh, like a Brillow pad, in them. Then they used a thin piece of metal to block the flame which still allows the pulse to reach the diaphram.
