OMC800 (1984) exhaust housing to gearcase shims - where do they go?

I have about 0.040 between the exhaust housing cover and the gearcase (resting to lifting housing). Its supposed to be around 0.010. The manual (seloc pdf) says the shims are supposed to be placed under the ex. housing cover. When I bought the shims the parts diagram at the marine shop showed them located under the true steering gear (which requires the gear case top to be removed). I haven't tried either yet but will this weekend. So my question is - where do they go?

The shims go under the exhaust housing cover. The seloc manual was correct. 3 x 0.010 shims and Gap is now within specs.
