Steering problem / some type of oil needed?

My steering has gotten stiff and started to make a clicking sound. I have a Sea Star steering "box" behind the steering wheel that has what appears to be a fill hole on the top. Does this need some type of lubricant added to it? If so, what kind? How much?IMAG0471.jpg

If the helm is low on oil you need to fill to the top and then find the leak. Look under the console to see if the helm itself is leaking or if a fitting/hose is leaking somewhere. They don't "use" oil.
