81 johnson 4.5 electric question

I have acquired a 81 sea horse.My problem is one coil has fire the other does not.However i switched the coils in the plug and i now have power to the opposite coil.Does this mean that my power pack is bad

Did you make sure all your contacts are clean and getting a good ground when you switched coils?

yes. and i had an electrician at work test the power pack with an ohm meter.he said it was good.but when i brought my coil tho the boat shop they said the only way to test the power pack is if it is on the motor and all hooked up.is this true?
