1992 48 Horse Oil Mix Johnson acts flooded

Earlier this Summer when I would take my Pontoon out with a 1992 48 hrs.Johnson (oil / gas mix) after not using it for days it would start and run fine. If I shut it off for about and 15 minutes to an hour it would not start and seem flooded.
Now I've noticed it is hard to start after it has been sitting for days. When I do get it started I notice that there is heavy sludge (water and oil) coming out of the exhaust. I tried disconnecting the fuel line and running the gas out of the engine, then letting it sit for a few days and it starts fine. Any idea what could be wrong?

Check and see if there is excess fuel in the carb throat when you shut it off. Maybe you have a needle/seat or float giving you problems.

Thanks, how do I check cardb throat? Do I need to pull it off?
