I have a 1983 24` bayliner with a 230 a volvo it will run at operating temp until I reach 3500 rpm and then it will heat up.also I have a 15 " prop and I can only 4000 rpm out of it.

just put a new impeller in but I have'nt taken it out yet I have never been able to go over 4000 rpm since I have had the boat .no I have not checked the compression .I discovered a pin hole in the exhaust boot could this cause a problem.There is no riser on the manifold should I take the manifold off to check the water ports
What happens when it heats up? Does it come back down when you slow down? Does this happen on the lake or in a bucket?
I'd bet the two problems are not actually related. If you have a tester, start with a compression test. Then check to be sure spark is getting to all 4 cylinders. Then check the timing marks on the cam/crank/impeller pulleys to be sure the motor hasn't jumped a couple teeth on the timing belt.

I still recommend checking the timing belt alignment. Dieseling (run-on) can be a symptom of incorrect timing as well.
No the pin hole in the boot will just get your bilge wet, that's it. Although it is probably burnt and needs to be replaced before you start getting a lot of water and exhaust fumes in your bilge.
There is not a heat riser on this model.
