I have a 1983 24` bayliner with a 230 a volvo it will run at operating temp until I reach 3500 rpm and then it will heat up.also I have a 15 " prop and I can only 4000 rpm out of it.

What happens when it heats up? Does it come back down when you slow down? Does this happen on the lake or in a bucket?
I'd bet the two problems are not actually related. If you have a tester, start with a compression test. Then check to be sure spark is getting to all 4 cylinders. Then check the timing marks on the cam/crank/impeller pulleys to be sure the motor hasn't jumped a couple teeth on the timing belt.
