1998 Force 90 hp need help

I have a 90hp 1998 Force made by Mercy, when pulling a tube the motor will still as I?m applying gas, it stall's be 2,000rpm. It does not always happen but enough to make me concerned. My mechanic cannot find the problem. Has anyone every heard of this and what?s the fix?
