2006 Jonson 150 oil tank

I just bought a 2006 Johnson 150. The oil tank has the oil line, the fill hole and another fitting that appears to be a vent however it is capped with a rubber cap. Is that supposed to be there all the time? It seems like it will create a vacuum if left on.

If you're still using the vro the oil tank has to be vented. May want to get a new cap or it is a new style cap. You could also go to a dlr and compare caps.

The capped connector is when used with E-tech and Ficht engines that has a return line.
