First of all, a 40 Jet it is probably a 50 or 60 propped engine which is a 3 cylinder advanced design which incorporates a lot of changes including the fuel "enhancement " valve (choke equivalent). It is electrically controlled by the ignition switch.
Turning the switch to on/start and pushing in on the key activates it. The valve opens and allows fuel to flow into the intake manifold making for a very "rich" environment to enhance starting. When engine is running on it's own, just take your hand off the key, the plastic base the key is mounted into pops out about 1/4" and the valve is turned off.....if the engine stutters, push in on the key till it clears then turn it loose.
Fast idle is imperative in a successful "first start of the day". After that, if the engine remains warm, normal idle position is adequate and you don't have to push in on the key to activate the enrichment. If warm and doesn't want to start then treat it as a cold start procedure.
The squeeze bulb on the fuel line is there to fill the carburetor bowls with fuel. When the engine is mounted on the boat and in a vertical position, with fuel line connected and tank vent open, gently squeeze the bulb and after several squeezes it should start to firm up and you should stop when it feels full in your hand. Set your idle to fast idle, turn the key to on, push in on it, and rotate to Start while holding it in. After a period of time....dependent on how long it takes fuel to make it to the combustion chamber which, among other things, is impacted by how long it has been since you ran the engine last, the engine should lite off.
Time on the starter is limited because the starter can overheat. If you attempt to start for like 15-30 seconds and you don't get a hit, squeeze the bulb till firm again. Wait a couple of minutes. If you go through the procedure again and it doesn't hit, you have something that needs attention.
