mercontrol cable and lever replacement.

Ok I had problems with my throttle having to go full to 90 to get any power and it would not go back to neutral I got a new lever arm the dealer said this would fix it.
the part is 34682.
Before I put the control back together I have the cable unhooked should there be tension on the cable if I try and move manually or should it be easy to move. There is quite a bit of tension on the cable to push it back to top dead center. IS this normal?
I am new to this whole thing thanks..

Have you disconnected the cable from the engine, and tried ,moving the cable, should move fairly freely, if still feeling tension cable could be bad. Ck over for possible kink , if cable moves ok then connect to control ,should move freely. Then may want to ck motor
