Is there an inspection window/plate on the leg of the motor?

Don't know your motor but many/most OMC engines have a shift rod that must be disconnected at the base of the carbs - - can be difficult of see.

You access the shift clevis on the starboard side, under the bottom carb. You will have to remove the pin to disconnect the shift rod. A 1/4" drive set with a swivel is what you need.
