Need help with trailer hubs and spindles

Somebody gave me an old trailer and the hubs and wheels are missing.
1" straght spindle. I ordered hubs ,washers and castle nuts Threads are smaller than the nuts.
Also no hole for cotter pin. Do they make smaller castle nut and how do you secure it on spindle.
any suggestions?

Clean the threaded area well and check and be sure someone didn't remove the old nuts with a big wrench and sheared off the cotter pins. If so you should be able to punch them out with a pin punch.
