1985 Merc 40 hp stalls

I have a 40 hp Mercury Outboard on a 20' Pontoon that stars fine and runs perfect for about an hour ( cruising at 3000-3500 RPM) but then the engine changes tone and stalls. Doesn't cut off, but will only idle, won't take throttle.
Have hooked up spare 6 gal fuel tank, same thing happens. Oil tank is disabled and fuel is mixed manually.Coil pack (power pack ??) has been replaced.
This happens consistantly every time the boat is taken out. Help !!
