2002 Volvo Penta GLSX with hydraulic trim/tilt. The squeaky noise is very loud and sounds like belts or pulleys that are in need of dressing or lube. Also, the noise is ongoing even when the lift is stationary (it may be all the way down or it may be partiallyl up) and may last for 10-15 seconds; then it simply stops. The noise does not seem to happen when running the boat and lifting or lowering the tilt/trim while running.

If your noise is actually the trim pump squealing, first check the fluid level in the reservoir. Then disconnect the trim rams from the back of the drive and see if the problem continues. It may be the trim rams are corroding to the pivot pins causing the pump to hit the high pressure relief valves which cause the squeal. Remove and grease both pivot pins.
If that doesn't cure the problem, you may have to get the trim pump checked to see if the relief valves have failed and are being activated at a lower pressure.

Not enough information, but since the hydraulic pump draws a fair amount of amps, it could also be the belt to the generator. Could be an indication since you mention it happens when stopped or in neutral (assuming you mean engine still on, but on low rpm).

But then assuming you have a serpentine belt, and not a V-belt on a 2002, not so sure. Worth checking though. If serpentine belt, there might be other issues that need to be checked...
