Is my prop to big?

I purchased this 1977 Sea ray 24' weekender last year and am working out all the problems with it. One of them is I can only get 4200 RPM at WOT. It has a Mercruiser 260 (it had a 228 but was replaced with a 260) and a preAlpha out drive. The prop on it is a 16x16. What should my WOT be? What size prop should I try?
