3.0l won't idle in neutral

I have a 1994 Bayliner with a 3.0l. It will not idle in neutral. I have use "throttle only" at wide open to start the engine then throttle back. If I go all the way back it dies. Is this an adjustment issue? One more note, I just redid the side panel the the throttle/trim control are mounted to. Is it possible I didn't get the control put back together right? I am pretty sure that while I had it apart nothing was moved. I don't think it's the shift cable or interrupter switch, but I am checking those out right now.


UPDATE:

I confirmed the shift interrupter works, I adjusted the idle screw. It starts and "purrs" in neutral and in forward and reverse. Now the problem seems to be when you advance the throttle slowly it dies, do it fast enough and the runs fine. I don't want that because it will cause the boat to surge or take off too fast. Any ideas on what I should do.
