on the transom bracket there is a litle arm that is moved by the motor, this gets stuck and/or broken, just locate it and give it a bit of a spray with WD40 or the like and work it back and forth a few times to free it up.

The stationary collar with the finger used to be made of plastic. I've seen some broken ones. Yamaha came out with a metal one that's much better. Like NOELM said, make sure it's not busted.

Thanks for the info. I checked it out the plastic device which is mounted on the round rod on the bracket with a screw and a little arm which i guess activates the device with the elctrical arm is broken. I took it off but i heard that there is a metal one available. Will it go back on without removing the entire motor off the trasom bracket? Will the new one open up enough to fit without removing the motor?

yeah, it's easy to put on, it's like a springy metal and it's open a little on one side, you just push it on and then tighten it down....cheap and easy.

Thanks for the help. Works great. Next question does anyone know what is the RPM red line for a 115 Yamaha?
