Welcome to iboats ckc red!
The 1983 non-vro fuel pump (p/n 0438559) and brass straight barb fitting is what you need. You will be able to drill and tap the pulse line hole in the back of the fuel pump to install the hose barb. Here is a link to view that may help you.

Shouldn't need to be timed unless you've taken it apart. It could probably use a link and sync though. good to have an oem manual for that. Far as vro, Don't know, Never had a motor that new

I just recently purchased the motor to repower another boat , it looks like someone has been in it but i have not. How hard is the link and sync to do if i have to? Will i need any special tools?

Link and sync is very tricky but you can do it. No special tools required but you will need the omc manual. You should be able to find the one for you motor on ebay.

I am not sure if it needs it or not. The engine runs good if I place my hand over top carb as soon as I let off it will spit thru the same carb and die out if I dont give it throotle
