it seems like my motor does not pump no water out when i am runing full throtle but it does if i just back off a hair have not had any over heating isues but i try not to run it wide open to much but should it put out water when full throtle if so what could be wrong with it

you should be pumping out water at full throttle. sounds like it could be a pick up issue at full throttle if it works at lower speeds. without knowing how your boat rides in the water that could be the issue. you could blow compressed air through the pick up tube and flush with water to make sure there is no obstructions in the tube, but as you described good flow at lower speeds that shouldn't be the problem. the only other issue would be to inspect the water pump impeller for wear. good luck
