steering

I have a 98 Caori 1954. Is the stearing hydralic?? I ask because it will not steer at all. I don't know if it us a cable or hydro issue.

I figured out it is a cable, not hydro. I sprayed everything down with WD40. Hopefully it will break loose soon.
