Slowly loses WOT

1977 55hp evinrude. recent decarb brought WOT back up to 6000 RPM's from 5200 prior. Now the problem is that it will only hold 6000 RPM's for about a minute or less, then slowly drop to around 54-5500. The overheat alarm is not hooked up, so naturally I'm worried that its overheating and don't want to run it that hard. The wire is pulled from the temp switch. (done by previous owner) Water coming out of the prop hub is not that hot. I can hold my hand on the block above the plugs for about 2 seconds. I am considering an IR thermometer, until then any suggestions? Maybe there is a blockage somewhere? previous owner said the water pump is brand new, but he also didn't have the overheat alarm hooked up, just dangling wire... Thanks for any ideas, also considering upgrading to a 70 if I can find a deal on CL.

I used to run a 17 pitch prop up to 6000 rpm's and get 30 MPH out of this boat with a '97 50. With this motor I can turn 6000 with a 13 pitch prop and get 21 MPH!
