80hp merc steering cable

I started to remove my outboard motor last night and I got to the steering cable and could not figure it out.

There is a large black nut next to the motor tilt tube, and then there is a large silver nut next to that thich looks like it is built onto the steering cable. When i tried to turn the silver nut, it moved the black one with it. Do I need to twist the black nut or the silver? Do I need to turn the hold the silver nut in place while twisting the black nut or visa versa?

The steering cable is threaded to the motor's tilt tube. The large silver nut is the steering cable connector. It must be removed. You may need to hold the tilt tube somehow to keep it from moving until the steering cable nut is loose. Maybe you can tighten the black nuts and the friction will hold the tilt tube enough to get the nut loose.
