Need Help with Bass Boat Gelcoat

I have a 1993 Ranger 361V (an 18' bass boat). It has a netalflake finish and has not been altered since it's production. The top cap is fading and when i run my fingers across the coat, it seems that I can "barely" feel the roughness of the flake. When you wet the boat with water - it shines and looks new. How do I restore the shine? Can I clearcoat with an automotive type clearcoat or is there another product to use (gelcoat?). My plan is to remove the carpet, clean the glue, strip or tape-off the crome, prep for the clearcoat or gelcoat, then take it to a painter who would have a paintbooth. All I want coated is the top-cap. I need to know what product to buy (about how much) and how to prep the surface. Thanks in advance for your advice!
