AQ125A Idle Problem

I recently stripped a timing belt when slowing down from about 4000 rpm to idle and I believe that this caused a hydro-lock. Pulled plugs, emptied cylinders of salt water, lubed the cylinders, replaced belt and re-did timing as well as cleaned carb and intake manifold of water. I managed to re-start the engine but cannot get it to idle. I have cleaned all the jets in the carb and I am convinced it is a carb problem but maybe I am missing something here. Any suggestions would be much appreciated.

After a hydrolock, I would suggest a compression test.
Are all the spark plugs firing?

Have not tested compression but it fires up on a dime and on all four cylinders. I jut cannot gt it down to an idle. Have cleaned and blown the carburator.

If compression is fine then it must be carb or what else? Even though I cleaned carb should I be considering buying a re-build kit? It is a Solex single barrel downdraft. Very simple, so i am not sure how/why it is screwed up. Never had this problem prior. The Idle jet is what I think the issue might be. It is screwed into the emulsion tube and when I first tried to take it off the whole emulsion tube twisted. Dont know if this would be a problem or not. I really dont want to buy a re-built carb for $500. Any further suggestions would be appreciated?

Well no suggesions so I have plowed ahead. After re-building the carb no change. All of a sudden water in oil so I pulled exhaust manifold and I think it might be cracked over cylinder 4. I am going to pressure test it tomorrow. It looks pretty corroded. I also pulled head but dont think I should have bothered. Its off now:) This engine has 1750 hours on nit so I am starting to think about re-powering too.
