Mercury 60 EFI will not tilt/trim

I am in the process of building a wooden outboard runabout. We just installed the motor on the boat. When we hit the manual trim switch on the motor we can hear the pump motor work but motor will not raise. My mercury installation manual is no help.
Any help would be appreciated.
