1971 60hp johnson stuck in forward gear

i am haveing problems with my motor being stuck in forward gear. i have recently replaced oil and made sure it is full and tested the wires that go down to the lower end and they have electricity when they are supposed to. any help would be appriciated

is it possible that when i dropped the lower half to look at impeller that i moved some linkage or something

I have the same motor, and when the engine is off it defaults to forward. Only after the engine starts does it go into neutral.
