Take it apart first.It might just need cleaning.
At the top of the Force section is a sticky by FrankA called linc and sinc.
Do that.
Is there something wrong that makes you think it's the carb?J
Seems like a backpressure problem. Motor will run fine until you submerge it in water. Compression is good, spark is good. I'm going to check th fuel lines and filters also. Tying to do all the simple stuff i can.
Possible the idle is set too low.750-800 warm and in gear.
Ethanol is messing with older hoses and squeezies.
Replace all the hoses and squeezie.Check the tank for water.
Remove any inline connectors,they suck air.
Check the tank pick up and the tank vent.
