Can Fluke 88 Meter, Do the same as DVA Meter if so what settings does go on ?

NO. A DVA adapter captures the peak voltage which only lasts for a few milliseconds. The AC setting on most all multimeters reads the RMS value, which is kinda' sorta' an "average" value. Search around online and you can find an adapter for 20 or 30 dollars.
