boat in water, starts not too bad and idle is ok. First time you put the throttle down its slugish and has trouble getting going then seems to smooth out and everything runs nice. If you stop and then go again everything is still good. If you stop and leave the boat idle for a while and then try to go it's sluggish again or if you stop the motor and wait a while then start and go it's sluggish.
