Brand new motor: lifter tick????

Hey all...

I just had my 4.3 rebuilt by our local engine mechanic. I put her in last week and started it up. The first thing I noticed was very bad lifter tick. I asked the mechanic if this was normal and he said yes, they will quiet down with a little run time. Well, I have taken it out twice now and have 3 hours on it but it still ticks like crazy at idle and low rpm's. I have good oil pressure. I took the valve cover to try to adjust it but these arent adjustable. Any ideas? IS THIS NORMAL?!?

Ayuh,... I wouldn't consider it Normal,... but it's yer Mechanic's call to make, not mine...
Nor is 3 hours any Run Time... 20 hours maybe, like the normal break-in period...

No, lifters dont tick,rockers torqued to 22 ft/Lbs
