A fuse may be the problem with the radio but not the trim.
The most like cause is a defective relay. There are two of them in the motor housing. Swap them to see if the up-trim works but not the down trim. And if one is bad, I recommend you just change both of them in a 95 motor.
Of course you may have a bad switch or a wiring issue but I would check/change the relays first.
