Sure you can do it when it's in the water. You'll just get wet, and have to be VERY careful not to drop the nuts and the "beveled" washers. If you have damaged a B3 prop(s) enough to need them rebuilt, are you sure your propshaft is still straight? Those props have no separate hub, so they transmit ALL force of an impact to the propshaft.
Also, the prop nuts are "huge" and usually on VERY tight. An Alpha or Bravo 1 propwrench won't even take off the outer propnut, let alone the inner prop nut.
