OMC cobra shift issues

I just purchased a boat for next to nothing with the idea of parting it out , its a 1990 with a good running 4.3. I would consider redoing the interior and keeping it if there wasnt a problem with the outdrive.
it goes into forward prop spins, no noises other than it goes in gear in a manner that i would describe as hard, with a clunk.
when i try to put it in reverse, it is hard and just grinds.
does anyone have any idea what i could possibly begetting myself into as far as repairs?
ive read several threads on bad shift cables, but havent seen anything on what your looking at as far as cost if the reverse gear is out.
I would assume the reverse gear is in the lower outdrive like an inboard,
but is that right?
Im a fair mechanic but dont know if this is something that would be possible for me to do.
any insights would be appreciated

Are you testing this in or out of the water?

These dog clutches do not like being shifted on muffs.

Do you have the RED shift cable?

It sounds like it is just out of adjustment.

Check the level/condition of gear oil.

Read and follow the entire hastings write up on cobra shift cables.
