1985 johnson 70 horse 3 cyl 2cycle outboard bottom cylinder problem

As much as I know about 2 strokes , I have compression, I can see fuel on the plug and I have spark. I never see any carbon on the #3 cyl. plug and when I'm running it and pull the spark plug wire off, the engine sound doesn't change. I'm thinking crank seal? or reed valve. I received this engine off a houeboat and the exhaust ports were full of carbon. I thought clearing them would have helped but did not. any ideas?

What are the compressions and have the carbs been cleaned recently and properly. Are you getting good sparks on all cylinders. If all theses are good try putting some 50:1 in a spray bottle and run the engine with the intake cover off. With the engine running spray fuel into the number three carb intake. If the motor picks up it is most likely the carb needs attention.
